Giving Custom Transformations to Characters Without It

I'm trying to give this SSj3 Broly SSj4 as a transformation:

Here was my test after trying:

I used Hex Editor to give the Broly's Super Vegeta 2, but they remain the exact same!
How can I get SSj3 Broly to change into SSj4 Broly???


Someone else got it to work with Raditz, so how can I do it with Broly?
