So this site isnt very console friendly as there is nothing for consoles.
But yes its possible to mod skills on console. (Even Villianous Mode)

What you need:
A usb
Horizon
HxD or another hex editor
Steps:
1: Get your save onto your usb
2: Put usb into computer and open Horizon
3: Find your save and Extract it somewhere on your computer
4: Open HxD, press ctrl+F and make sure the search direction is on all, then put in your character's name (My character Vauturcha will be used as an example)
5: Youll see this (or something similar)

Yellow: Supers Green: Ultimates Red: Evasive Skill
On this character I have:
Death Crasher 00 F3
Bloody Sauce 02 15
Whirlwind Blade 01 F5
Darkness Mixer 02 14
Villainous Mode (Super Saiyan 2) 15 9E
Baked Sphere 15 9B
Energy Boil 29 2C
An easy way to do this is to find the name of your character then press ctrl+F, switch the Datatype to "Hex Values" and the search direction to "Forward", then type in and search the hex value of each of your moves.
6: When you are done save your file.
7: THIS IS VITAL. Go to Horizon and press "Quick Fix", Failure to do this will result in your Console ignoring your save or corrupting it.
8: Press "Inject File" then if you profile is on your usb use it, otherwise press "Skip this Step".
9: Load up your save in your game.
Youre done. Those moves will stay on your character.
HOWEVER, if its a move you cannot get, or dont have yet it will disappear if you try to change it (Like Super Saiyan 3 on a non Saiyan) and youll have to hex it back on.
Its also possible to mod presets of you have more than one.
What i showed you is what will be put on your character that you control in TokiToki City. But take a look;

Notice the code under the Blue Highlight? Thats your Preset 1. (Nothing will be there if you dont have a preset)
Your Presets are seperated by 4 FF's as you can see right after my Evasive Skill which is 29 2C (Energy Boil).
You do the same thing as above to mod those. Just make sure to keep track of where you are.
There is a LOT more to this because your clothing, Z-Soul skill, Level and more are in this highlighted portion, but I havent messed with those yet.
And yes, you risk getting banned if you use this online.
This works for Ps3 as well but there is a different way you have to go to extract saves on Ps3 and i dont know how.
Also if anyone can tell me the hex value for Towa's Science Vanish, Energy Zone, Energy Release and Whis' Warp that would be great.
