Well,That's super easy. Use the scaling option in blender to resize it. And be sure to move it around to its original place. It moves here and there. Shortcut to scale- S I know that, but I don't know the original size. If I put in another bust to resize it to, it's the same size.

Have you tried doing it the other way around? Import a new bust and THEN bring in the oversized bust. Maybe you can resize it that way.

Just imported Goku model Rotated. My edited Android 18 model. They're in the same size group. :/ So I don't know how to resize it.

Actually, you don't have to rotate manually. You can just do this- In the bottom left corner in blender when exporting the fbx, do this- Y forward, z up.

Okay, something is wrong with blender AND libxenoverse. Or its your mod. Try doing what tompen49 did. Updating blender, then renaming the mesh.
