Okay so, let's start from the beginning.
I have extracted Data.cpk twice in two different folders. One compressed, and one Uncompressed. I have extracted Data2.cpk once compressed.
The problem I'm having is that, any uncompressed files I put into Data2.cpk, just flat out do not work. Modified or unmodified. The weirder thing is that any mods from the forum (Example being: Melpontro's Future Gohan), 'do' work, and they're uncompressed, I've checked.
So I was wondering if I've done something wrong or not, because at this point, if I want to do any modifications for myself, I can't because my own uncompressed files just break the game.
I extracted Data.cpk and Data2.cpk with CPKPack.exe, which was packaged with LibXenoverse. I also use CPKPack.exe to repack Data2.cpk.
I've been trying to get this working for days now, anyone got any ideas?

here is what you need folder in description and this one will work...i myself had the same problem u had, however i didnt download this particular version since it was 3giga and my net is shit...i cant recall where i got my data folders but this one should work fine, u will notice alot of folders in chara folder are missing, but thats ok, unpack your own data.cpk (dont uncompress) and you will get all the folders, then just copy the folder lets say RAD folder into the data/chara that you got from this link and they will work just as fine

If I don't uncompress data.cpk, then I won't be able to edit the files, so I'd still be in the same situation. But I'll give these new files a go anyway.

you're not the only one i too am having problems i mean i can do some mods fine and use others mods too but i just tried making a goku mod and no matter how i tried it still didn't work i always got dragon ball xenoverse stopped responding

It turns out the Data.cpk I had, was corrupted or something, worked fine in the game, but uncompressing any of it's files 'broke' them. I managed to fix my problems by re-downloading Xenoverse.
So try that, and hopefully it'll work for you too.
