I created an armor mod and the model in blender looks fine, and I see no problem with the bones, and this happens : Here's the model in Blender :

I'd hazard a guess weight is off somewhere. Enter the weight paint mode, show the bones and drag the model away from the skeleton. See if you have any bits stretching back into place.

Same as usual, press G and drag the model away. Just make sure it's selected.

Im getting the same issue now. Im positive my rigs are fine, I just recently updated my game to have dlc. Before then my rigs were fine.

I happened plenty of times for me, sometime you just need to re-do the rigging

The stretching is generally because there are some vertices not rigged to where you want them to be. It happens all the time when you model mod a game.
To fix it, you can either go through all the bones and look at every single vert, or like Xan said, redo the entire rig.
