Out of curiosity, would "D9 13 00 00 = Potential Unlocked" happen to be the same as Elder Kai (Master) gives you after you've completed his quests, or is the latter different?

Potential Unlocked is basically another SSJ form for Gohan. Unlock Potential that's for CaCs operates differently so it's safe to assume they're two entirely different skills. |

Erm... why do Justice Combination and Victory Rush have the exact same ID of "DC 14 00 00"? Because that's crazy. How does that work when trying to edit them?
