As for changing other chars Specials and Ults, I've only ever done it in Offline Battles, so I don't know if this works in PQs et al., but basically you would start a offline battle search for the characters Specials or Ults (ie. if you have Trunks and want to change his Ults, you'd search for 138913B0, from the top of my head, so not sure...), go back into char select, pich another char and then search for its Specials or Ults (say Goku God: 138813BA). Select the results and edit them. Then go back to char select, select the char you want to play (against) with those specials/Ults and you're done.
This will only work until you return to Tokitoki City, though...
Basically you just search for a 4byte hex value with both ult-IDs in them and change that.
Alternatively, for Standart-Cahrs, you could just use Mastaklos Skill-Tool.
